It’s not even that sensible ;-)
It’s like holding a referendum in the Bogsude in Derry when most of the catholics had fled. With ballot papers being distributed to serving British troops, to residents of the loyalist Fountain enclave and with rioting still ongoing.

So what I’m really getting at is: there are two reasons to do this: one is to stir up patriotism for the war at home claiming that annexed Ukraine is now Russia and is being attacked by the west.
The other is to threaten to use nuclear weapons to defend them.
The first plan isn’t going too well by all accounts.
The second would be problematic to justify given these are grey areas anyway.
If Putin wants to use nuclear weapons he’ll do it anyway.
