Are you once again falling for the idea that politicians are telling the truth about what they intend to do? "...expected to go to..." means we haven't really decided where it will go to and will let you know how we will waste it at a later date.
The idea that the answer to everything is "more tax" needs to be discounted.
The other idea mentioned - mandatory cuts in electricity use - is rationing by any other name. Are you suggesting that rationing householders and industries on their energy usage is a good model for the future?

like during the miner's strike in 1972? where i lived at the time (london borough of hillingdon) the power was completely off on a rota basis, one day in 3 or 4, during the day (not sure when, i wasn't there), and between 6pm and 9pm. most street lighting was off 24/7 except on main roads, and some traffic lights were switched off.
