The appropriate amount of tax rich people need to pay is the amount they are legally required to pay. If by "shielding" you mean avoiding, then why shouldn't they?
People who have an ISA are avoiding tax.
If somebody can legally avoid paying tax, then bloody good luck to them. It seems to me some people seem to be of the mindset that rich people should pay more tax than they're legally required to pay, and I just don't get that at all.
