It is not illegal for a man, woman or any other sort of person to be naked in public - it is only a criminal offence if it can be proved that they did so to cause alarm or distress.
Without a complaint the police can do nothing. This chap can hardly claim to have been alarmed or distressed by the free peep show he obviously enjoyed and nobody else complained about her
