Not often i disagree with you 3T(especially regarding Mrs Thatcher),but her"care in the community"scheme failed everyone."care in the community"never happened,psychos,mentally disabled..all let out,all let out to kill and murder...when they should have been in a secure psychiatric unit.A big failing from Thatcher.
