1. Putin took it as a signal that the US was retreating into itself and would not intervene
2. The Mike Pompeo view that Putin did not dare invade as long as Trump was president and waited until after he left office to invade.
I’m sceptical of both: I reckon we overestimate the extent to which Putin pays any attention at all to the real world.
There we all were last Jan and Feb flattering ourselves that Putin just wanted the attention from all those high ranking visitors to Moscow.
Some idea that was.
