The Cambridge dictionary gives the definition of tolling as:-
The act of leaving an insulting message on the internet in order to annoy someone.

Whilst pointing out how incompetent and corrupt the Tory government are, might annoy Tory supporters – and they may find such messages insulting to their belief that the Tory government can do no wrong – such posts can in no way be considered tolling, being based on factual information.
