I had a search of his FB page and didn't find anything racist...obviously the guardian has more time than I do to find stuff.

A public house, although it may be someone's residence is by definition open to the public.
What is too offensive to be displayed in a public setting? What if the pub was full of swastikas, for example or they had KKK hoods on display.
I dont think a publican can be so ignorant, that they dont know full well what a gollywog represents
