I am not sure if the American prison system is better - they certainly have more in the slammer ( per head of population) and yes fewer whites ( is that better)

and it is an industry where there is money to be made!

Back to the original question.Most people would reckon that this terrorist Reid had some kind of mental health problems.If he had been incarcerated in the UK he would probably be in some kind of mental health prison.Without shoes,without matches.
