It should be moored a few miles offshore, their mobile phones removed but given access to a phone, a doctor on call, all this until they provide proof of who they are and they have had a medical.

It will be pumped inland for responsible treatment by the local water company who will mix it with their other customers sewage, and pump it back out to sea untreated.
