he appears to have missed the important word from his own information - and that word is 'could' - which renders his entire rant as doom-laden speculation.

I have better things to do than listen to self-appointed wonks deciding to use social media to speculate inaccurately about possible bank policies that are still at the ideas stage, and imply that they are already bank policy, which they are clearly not.
The move towards a cashless society is not some dark scheme hatched by banks to erode our personal freedoms, it is the way society wishes to proceed - hastened by the reduction in cash usage caused by the pandemic, a lot of people are now paying on their cards and phones, and cash is slowly reducing in importance.
It will take decades for cash to be removed completely from society, but again, it will be the result of society's wish to do so, not because banks are determined to take our cash away.
No matter what some anonymous wonk may say on the Internet.
