I doubt he really want them to swear allegiance to Russia; more like allegiance to Putin.

If they'd had allegiance to Russia they'd not have called off that attempt to remove the mafia-like dregs at the Kremlin for the sake of the Russian people (and their neighbours).

it is a big thing for some - to swear allegiance to a person - The Brits do it without turning a hair.

The Poles fought bravely for King George...

others do it to a thing - american flag and or allegiance - and find it a big jump to do it for a person. - - this is a big issue if you naturalise ( er north) to a Canadian.

This is allegiance to the Russian state.
These people are all neo-Nazis (it’s no coincidence that the group is called Wagner) and ultra patriotic. So depending how it’s worded the oath may be meaningless from the point of view of loyalty.
And as I indicated earlier Russians swearing anything is not worth the air or paper it uses.
