I imagine everyone's trying to hack everyone these days and I expect Britain is among them. The real question is why Britain's defences failed. As to who's to blame - well, defence is the MOD's job, so them.

Do we blame who we'd prefer to blame? The payroll system hacked is contracted out to a civilian company but if you dislike the MOD/Govt or anything establishment then obviously blame them for selecting an unreliable contractor (rather than the company chosen itself...).

Prudie, it the MOD is contracting out its security to someone slack (or worse, treacherous) then of course it's responsible. It's no good them saying "Oops, not our fault".

They didn't contract out their security they contracted out their payroll management. It is a view for sure, if I choose to give work to say a builder and they cause cracks in the walls and ruin my house through incompetence it's my fault for picking the wrong builder.

payroll management needs security too unless you want the world to know the names and bank statements of armed forces members. Quite handy for an enemy to know who's being underpaid and might be susceptible to offers of extra cash.
