Because that's the way the American system works - put up a decent candidate to the Democratic National conference and let the delegates decide....

It is not necessary for a candidate to have any sort of political experience - just a vast amount of money (or the ability to raise it, or have it raised for them) and a profile which engages the majority of delegates in charge of choosing the candidate.
