All large Towns and Cities have this problem. All tend to have antiquated sewage systems that were designed for a much smaller population, its actually testiment to those that deseigned them that they still cope - just.

I'd ban flush toilets and impose compost toilets. They are clean, easy to use, don't smell and don't use water or sewers.
The biogradable bags would be collected and the compost used on farms and for biofuel.
Human waste is already used as fertiliser so there is nothing to get jittery about
