Eyes Bigger Than Belly Surcharge?

What do we think? At any sort of "all you can eat" arrangement I never take anything unless I'm going to eat it. I think they are bang on to charge these idiots.

About 10 years ago me and mine went on the worst holiday ever - to Egypt. It was spoiled because it was full of Russians who are without doubt the worst people you could ever meet.
They were loading their tables (not just their plates) with mountains of food, often leaving people without, and then leaving I reckon at least 60% of it; the staff were clearing up after them big plastic bins.
So, I think this is a great idea and all power to the landlord's elbow.
Surely the same argument could be used for a fixed amount of good at a fixed price?
If too much food (whatever that might be) were left, a surcharge could be imposed?
In both examples, margins are involved with some food not being consumed.
If he's unhappy with folk taking advantage of the offer or leaving too much on their plate, why not just use fixed prices for fixed amounts?
