i work for a scottish company and travel to work in england regulary.iam not a smoker.are my colegues legaly allowed to light up once at the english border of scotland? or not because it is a scottish based company and still my place of work?

My guess would be that they obey the law of the land they are in. If it is England/Wales/N Ireland they can smoke in designated areas (of which there are none in Scotland/ S Ireland).
that may depend on your company's smoking policy. my company, a multi-national engineering corporation, has ended smoking in all its premises regardless of location, including company vehicles.
The english sky installers have been told they must not smoke in their vans,as the company is based in scotland their laws are carried here,
scotland does have designated smoking areas outside buildings, its only inside the ban is enforced
When I was in America (CA), I was in my smoking hotel room and it said I musn't smoke 20 mins before a member of staff was to enter the room!
