You can be obscene fully clothed and not at all naked for that matter.I'm always amazed that people find nudity offensive and I've always wondered why exactly? How is that justified and why worry about something that really harms no-one? My kids have been brought up to think that a body is a body, nothing sinister, amusing or depraved as everyone has got one, so if they saw someone starkers they'd totally ignore it most likely ( they did when we were on holiday in Cornwall anyway when there were some nudists about), so I can't see how it can really adversely affect kids.If on the other hand as some of you have pointed out someone uses their body as a weapon to p**s off their neighbours then you have to wonder if there isn't something fundamentally flawed with them to want to upset someone so much.I think people need to be sensitive to others ( like loobies nan, whose clearly deeply distressed about it,) but I think it's time we ensured that the younger generation didn't think it's any big deal.
Quite honestly, if the woman's neighbours don't like itm they don't have to look.
Where I live in Germany there are many nudist areas, along main rivers or in parks etc., plus some swimming pools etc. If anyone goes nude outside these areas then it's generally accepted as long as there are no children around otherwise it may be frowned upon. It's just something that you eventually get used to seeing.
So, in answer to your question, nudity doesn't bother me.
The situation reminds me of the story of an elderly and somewhat sensitive lady who complained to her local council about a similar occurrence next door. An official was duly despatched to investigate the problem and on looking out of the window into the neighbours' back garden commented that there seemed to be nothing offensive in view.
"You'd think so", said the lady. "Now stand on the chest of drawers and brace yourself against the wardrobe."
I love swimming in the nude late at night and running to the outside shower BUT am very aware that neighbours may not like to see me, so I turn all the lights off and try to be discreet and if I hear anybody I hide in the pool until I judge them to be gone. And yes now I do wrap a towel around me when going to the shower.

My sister & bro-in-law live in Perth WA & have a completely secluded garden, surrounding their own pool. They too skinny dip at night & although I'd probably wear bikini bottoms 'just in case', they are quite happy not too. (Well, trunks in bro-in-laws case)!
Having said that, I usually sunbathe topless on holiday, but slip my bikini top on if I'm going in for a swim, or to buy drinks, etc.
I wish I had the body to parade naked - LOL
The only point in this whole discussion is that he is parading about with an erection - even although he probaly sorts himself out in the shed.I have no objections with erections but there is a time and a place for them and he undoubtably would be arrested for this - and I'm sorry to go against the flow - I think a little word in his shell like would be sufficent for him to curtail it to a flacid willy.
Re the remark by Kebabmeister - I was on holiday on a campsite in Italy a couple of Germans thought nothing of standing outside the Ladies lavvies and toss off at whatever. We never challenged them and I know its a different scenario but where do you draw the line?The only differnce is this guy is not doing anything but it obviously turns him on(:

Well, I think anyone would be shocked at seeing someone toss off in public and I think it's safe to say that people like that are in the minority. I don't think it would be acceptable in any country. Were they trying to be at least a little be discrete or just doing it in full view? Strange!
Kebab-- there was a modicum of discretion - ie the kids didnt notice but the ladies sure did.I was on my own with my kids and when we (the women) spoke about it we decided we didnt want to alert the men because of the trouble it would have inevitably caused.
I have to say I am the least prudish person you could meet but can I ask you all as Devils Advocate if your neighbour was walking about his property naked would you bother.I wouldnt and I think its been agreed in general that no-one would really bother.If your male neighbour was walking about with an erection in his garden but obviously in full view of neighbours - be honest - how would you honestly feel?
Also I cant understand why there is a different reaction when children might see the naked person, what do they think ? The children are going to grow up thinking that its ok to go naked ? Good! about time that we all realised that its social programming that makes us feel uneasy with nudity, its not obscene its natural.
What is obscene is third world poverty, war, rape, dometic violence and lot of other things way more important that being naked in your garden.....
