Porton Down exists and was created for the express purpose of beating the Hun at their own game. i.e. originally, it was to try to beat the Germans by making something more noxious than mustard gas. It is alleged that it moved to a purely defensive capacity in the mid 1950's but regardless, chemical agents are regularly made at Porton Down.
