Hand luggage restrictions

Just wondered if anyone knew whether, should the restrictions on hand luggage become permanent (I've no problem with that), will the baggage allowances be increased to compensate, or is this likely to be unaffected?

I'm fed up with people having small sutcases (on wheels) classed as 'hand-luggage'. Having had one of these heavy bags fall on me while on a flight, because the pillock had to have a small suitcase to enjoy his journey (and I have to say it bloody well hurt). They can be dangerous and also are they really necessary?

We just flew back to the UK from europe on easyjet and they had a confusing hand luggage allowance: You could not carry a mobile or a watch or electronic stuff, they were uncertain about carrying on liquids like water but what I am really trying to get across is that the hold luggage allowance went up from 20 kg to 25 kg (despite them having a no-limit hand luggage - so long as it was a certain size).
