This labour government has completely lost the plot. The proposed �1000 fine will mean that some consultancy will charge the government a million pounds to prepare the leaflets and advertising. After one year use, the freedom of information act to find out how many �1000 fines have been collected. the answer will be a guaranteed zero. because this plan is unworkable. Remember the plan to frogmarch people to cashpoints for on the spot fines.
