I could not believe what that spokesman on the news was saying when he came out with (quote): We know all the NAMES of the absconders, but do not know how many there are.
Surely a head count would give him the answer!

Yes, what's needed is one Administrator, one phone line and one PC with a copy of MS Excel.
Nothing more than a simple spreadsheet required.
