Whilst I can (to some extent) see the cultural mistake Mr Gere made, don't forget that the incident took place at an Aids awareness event - India apparently has a high HIV positive population, many of them being truckers who catch/spread the virus by having unprotected sex with roadside prostitutes. These same truckers are the ones incensed by some kissing!
