Not sure about the �400,000 figure that's been bandied about. I'm pretty sure that figure represents the spend not only on design but covers promotional literature, print media templates, video snippets etc etc.
It's not like the design company were given �400,000 just for coming up with a bit of paper with that graphic on it...
...but of course, I could be wrong, which means that we're all in the wrong jobs.
