It is in fact a means of gatekeeping. The demands made on the NHS are infinite, whilst the resources are only finite. Although the Labour administration has pumped millions of pounds into the system, much of the the public, supported by this by the right wing media, continues to be dissatisfied with the service. Waiting times for appointments and operations whilst becoming shorter are still not short enough to satisfy the public who desires everything to be instantaneous.
Brown is complicit in a scheme whereby foreign terrorist Drs have been introduced to the NHS. Their wholly inept attempts to bomb, the British public were done so in such a manner that they would be easily caught. Thereby allowing the information about their profession to be released to the public. You will note this diabolical plan is already working as many ABer's here are thinking what if I went to the hospital parading my racist and bigoted views, would some pak1 Dr/ Nurse blow me up or stab me with a scalpel, or inject me with some lethal potion..

actually, ruby27, what I really worry about is that if I was treated by one of these al-Qaida doctors he'd accidentally set my hair on fire. It all reminds me of the terror cell in New Jersey a couple of years back - they were caught when they took their jihadi training video into Blockbuster to get it copied. Whiffey...leaving the scarcasm aside..........the 8 arrested terrorists are either Drs or work within the NHS, I believe. That is the link.
It seems that 'doctoring' is an area where terrorists have not been considered to be active, such is their philosophy of saving lives rather than taking them.
It seems strange that a Dr can work all day to preserve life and then in their spare time plan to do exactly the opposite.
