I suppose putting only the names will save on ink and paper so perhaps that's a good idea. It wouldn't tell you anything about their politics either so you'd not have to think about confusing things such as policies or local issues so that would save time too.
In fact why vote, why not have a committee decide who has the most English name and that person would be chosen, that would save thousands on the election

Southall's ethnic mix: White: 29.8%. Non-white: 70.2%. Admittedly, these are figures from the 1991 census, so there may have been some movement since...but it stands to reason that local people, standing for election to the council will have names that reflect their ethnic background.
So again...what point are you trying to make?

Alan2, you never know, lots of convert Christians around so unless you actually see her picture closeup, you have no idea who you're voting for these days .... confusing, I know! :S
I think you're better off voting for John from the Monster Raving Looney Party ... he sounds like a genuine Englishman :)

No-one is having a problem understanding the point of this question, lets get that out of the way first. But just in case, the author was highlighting the fact that the large majority of candidates in this constitution are of non British origins. As SP1814 quite rightly pointed out, non-Whites are the majority in these areas so it makes perfect sense why Indians are heavily represented politically.
Alan2 should have elaborated on this point and viewed his fears of how this could impact his and the lives of other white British people from a sociological point of view if this is the trend which is to spread out further than the inner-cities? Will newly appointed politicians give preference to the voice of people from their cultural background? Will we have the ideals and mindset of other cultures forced upon us? Will we go the same way as the aboringine or Native American Indian? The only answer I can offer is...Who knows?
