If there was so many warnings about terrorist attacks in the US why did no-one take them seriously?

On January 31 this year, former senators Gary Hart and Warren Rudman presented the results of a three-year study on how America could be made safer to a crowd of camera crews and newspaper journalists.
The report was brutal: 'States, terrorists and other disaffected groups will acquire weapons of mass destruction, and some will use them. Americans will likely die on American soil, possibly in large numbers.'
The report was compiled by the United State commission on Natural Security - co-chaired by Gary Hart and Warren Rudman - which visited 25 countries and consulted more than 100 academic experts. It aimed to be constructive and put together a blueprint of what had to be done to make America secure.
However, no-one wanted to know. Network TV news simply ignored the report. The New York Times and The Wall Street Journal didn't even mention the report or the press conference (this was after some of the commissioners visited their editorial boards).
Of the TV companies, only CNN reported it in any depth. And none of the major American newspapers - except the Los Angeles Times to an extent - offered any kind on analysis or opinion on the report.
