To be honest, I've met folks in the UK who thought that New York was on the West Coast of the US. That said, it is a very sad but true fact that many university educational standards have been lowered in the name of Affirmative Action. When a certain percentage of African-American students were unable to pass the basic entry level exams, instead of tutoring them so that they could pass, the exams were "dumbed down" instead.
A few years ago there was a minor brouhaha in the Los Angeles public school district about how so many so-called minority students were unable to pass the very basic math and English requirements in order to graduate. The required tests were branded "racist" and activists loudly demanded that more suitable tests for African-American and Hispanic students be put in place. Mind you, the test scores for Asian-Americans, also considered a minority, traditionally placed in the upper 10 percentile of the overall scores, but that fact apparently escaped the protesters.
