For example, we have a human world population growing at an alarming rate, causing over crowding, pollution, deforrestation and so on.
But because the world is made up of lots of individual countries, each with their own personal agenda, no single organization has the power to do anything about it.
If we tell say India to cut the number of births, they will say what about China. If China are told to cut the number of births they will say what about Africa and so it goes on.
To be honest the world has ALWAYS been badly run.
Man has always been pretty poor in looking after its one great asset, the planet earth.
We chop down all the trees, pollute the rivers and seas, concrete over whole areas to build cities and roads, fly and drive all over the world causing more pollution, build bigger and better weapons, and fight with each other all the time.
When you find out who to complain to let me know.

i am guessing you're living in Bangladesh, Lebanon, Uzbekistan, Somalia or Afghanistan.
I pity you. You must be feelig helpless. Your only hope is to aspire to democratic elections where you can pick who you want in charge and pray for economic prosperity like we have in england where we throw away a third of the food we buy.

If I ran the world (and one day I intend to), it would be a much better place.
For instance, I would make the Spanish and Italians admit that they speak the same language, with one just speeded up slightly.
I would get the edges of Norway tidied up. You know - the frilly bits.
I would solve world hunger by finding out the location of the EU food mountain, then having it moved by tugboat to Africa.
I would end religious intolerance by ensuring everyone, absolutely everyone worshipped me.
China Doll would be my assistant.
Like Dr Who's assistant (we can't have her getting above her station).
