Seems to be a website of pedants & what were the posters doing whilst they were feverously making notes of offending cars obviously not paying attention to their own driving....

The police car may well have been attending a call - do you expect them to park in car parks?

Depends what you mean by dangerous or stupid. I think drink-driving falls into that category, especially if the person's drunk - and yes, I'd report someone for that.
