i'd hate to rain on the allies party (ie apparent victory in afghanistan) so hopefully by pre-empting the next strike we may go some way in eliminating it...my guesses (at my best attempt to be lateral in my thinking) 1) radiological device parked in a harbour on a submerged barge moved into the US (or an ally) in recent years... 2) e-bomb released in financial district via sewage system... 3) captured al-qaeda carrying contagious virus (ebola, small-pox etc). any others ? 2)
