Councillors agreed that heterosexual and gay couples could have sex in the Vondelpark which has ten million visitors a year.
But they promised to clampdown on dog owners who let their pets walk in the park without a lead.
One dog owner protested: "As long as the park has existed, we've been allowed to let our dogs run freely. It's outrageous that we will be punished from now on but public sex won't."
A spokesman for the council which runs the southern part of Amsterdam said: "When the dogs are not kept on a leash they pee on whatever they see and they cause a lot of nuisance for other visitors."
Alderman Paul Van Grieken defended the decision to allow public sex in the park from September.
"Why should we oppose a rule on something you can't oppose a rule on. Moreover it isn't a nuisance for the other visitors and gives a lot of pleasure to a certain group of people," he said.
"There still are rules," he added. "They must take their garbage with them afterwards and never have intercourse near the playground. The sex must be limited to the evening hours and night."

When I had a dog, he enjoyed getting off the lead and going for a run but I had him trained to come back to me whenever I said so and he never bothered anyone else.
Owners should take responsibility for their dogs and if they don't feel confident that their dog is obetient enough to come back to them whenever they call, then keep the dog on the lead.
I get your point about sex being a natural act, vic, but it's not something I want to witness at all.

The guy does have a point though.
There are still rules. If it only happens at night and used condoms aren't left around then, it doesn't seem to be harming anyone. It's not something I'd encourage, but I wouldn't get myself wound up about it.
Dogs off the lead, on the other hand, are dangerous. They can scare children, they can bite and they're more likely to leave droppings around the park. Droppings that can harm the health of children and even lead to blindness.

Although sex is a perfectly natural act and I have no hang ups about it (you should check that show out Jayne, it is a blast) I don't really want to be going for a quiet walk in the park only to see people at it all over the place.
Also I'm a little confused that nude sunbathing is banned, but it's OK for people to go at it like rabbits, how do they work that out!
