It's a strange message to tell 18-21 year olds that if they want a drink with friends they have to go to a pub or nightclub because they can't buy a bottle or can from an off-licence or supermarket to drink at home.
One way of keeping the pub/nightclub profits up.
If alcohol prices are increased it penalises the people on fixed incomes ie pensioners, experts regularly tell older people that alcohol in moderation is beneficial, therefore if it increases in price pensioners could miss out .

You dont see all this hassle in other countries, Bruxelles has cheap strong lager but they dont all go out get hammered and fight.
It really is a minority and to be honest I doubt it is actually much worse than it ever has been. I strongly suspect its down to CCTV capturing the action and a lack of respect for authority (totally eroded by this bunch of limp wristed liberals in power)whereas when I was young you legged it if the old bill came round the corner and that was the end of it.
We have plenty of laws already. Why not use themm you know send the shopkeepers down for 18 months if they break the law - in a proper prison. Send down the drunks for a 2 week stretch - in a proper prison.
Oh I forgot - they are full cos the t****rs in power havent build more and filled them with illegals they should have expelled.

I would suggest a change in attitude to the understanding of what alcohol is, first and foremost it is a mind altering drug as bad as many illicit and illegal ones.
Those selling alcohol should have to have been trained to do so, as the consequences of providing the drug in inappropriate doses can be fatal (to those consuming, or those exposed to those who have consumed too much and inflict violence or accident upon them)
The second advantage of providing training to those who administer the supply of this drug is too provide a frame work that is uniform in the appraisal of who is fit and proper to consume.

A scheme similar to this operates (or did?) in Australia, where by a patron asked to leave the establishment who refused was given an on the spot fine if the police were called. The bar staff were personally responsible for mis serving individuals so they were more hot (and justified when asking someone to leave, "i can't serve you mate, i'm the one that gets the fine"). i always felt safe in Sydney and the rest of Australia i've travelled around
Australia has alcohol problems for sure, but they do have a different view on what is acceptable, this another idea they are considering, a ban system

Surely artificialy inflating prices is a case for a fair trade investigation? Airlines are pounced on for price-fixing and rightly so. To force EVERYONE to pay more as a deterrant for the faults of a minority is robbery.
Who are sponsoring the SNP? Under age drinking could be stopped by vigourous prosecution of premises guilty of supplying .
