1) Peace to Northern Ireland began with John Major following a visit to the Province by Bill Clinton (President of the United States of America). Tony Blair became signatory to the Good Friday Peace Agreement in his capacity as Prime Minister of the United Kingdom.
2) Handing control to the Bank of England to set interest rates began with Ken Clarke (Conservative Chancellor of the Exchequor) in 1991 working in Margaret Thatcher's Government. Gordon Brown merely followed the lead.
