is there a time limit,from the speeding offence to it being delivered to your home ?

This been on the news then has it?
If they warned you at the time they have 6 months to issue a summons. If you weren't warned or it was a speed camera for example they need to send out a NIP (Notice of Intended Prosecution) within 14 days. You need to allow several days for the post to deliver as well
correct. 6 months if cautioned at the time, otherwise 14 days by post
