As Ross was fined �1.4m by the Beeb, it could be said that he has paid this fine.
The BBC does not get its revenue solely from licence payers. It's revenue consists of:
�3.1bn from licence fees
�620m from commercial enterprises (all those dvd sets people buy)
�260m from World Service
�24m from overseas rights and other incomes.
And this year, �1.4m from Ross's fine.
