I would have thought it was impossible to enforce a speed limit without a) a speedometer on the bicycle and b) a speed limit sign. I think a better use of resources would be to allocate part of the promenade to a cycle lane with all the warnings and road markings that are customary on such lanes. I wonder just how long it will be before some savvy Bournemouthian challenges the policeman to take the matter to the courts for a legal decision.

I am not so sure BertiWooster, there is one man who apparently cycles that route each day to and from work. What if his employer decides that being held up while the police give you a safety lecture is an excuse too far? In these insecure times some employers are just looking for excuses to cut staff cheaply. I just don't think the police have right on their side in this case.
