Yes it can.

Gay men have fully working penises and gay women have fully functioning vaginas.

They fact that gays and lesbians are attracted to their own sex doesn't preclude them from getting together to reproduce - even if it's a 'turkey baster baby'.

Just imagine the advantages of a completely gay world! No littering, no nightclub brawls, no street gangs, no wife-beating...just well designed houses, clothes, great art, food, films and permanent employment for Jason Statham.

Of course there would also be the downside of no-one being able to fix your cars when they broke down but ya can't have everything...
