How do we answer without giving a political viewpoint? Which is the best looking is apolitical.

The Party is to elect one, now the bookies' favourite. because he is the second choice of more voters, it seems. That's the way to do it. Not pick the one regarded by more as the best but pick the one who is thought merely adequate, ' a good second eleven man', or least disliked.
