Why are these civilians allowed to wander around willy nilly in this war zone?

Our troops have enough on their plates without the need for them to risk their lives further, chasing after these fool hardy civilian aid workers.

Having said that however, I do hope there will be a happy ending to all this, and that the hostages are released unharmed very soon.

She wasn't "Wandering" as you put it,she was in an armed convoy that was ambushed after a gunfight.

It is understood the woman and her travel companions – two drivers and a guard were travelling in a two vehicle convoy.

What I can't understand, all four were led away on foot, but police chased the kidnappers and there was a brief gunfight. However the gang escaped with their captives.
