This is simple to explain , the men in the boat are port hole cleaners that is why they need the ladders. When they find a dirty ship they clean the port holes by climbing up the ladders resting in the little boats. Most of the ships they find only have foreign money so they accept fuel in payment for there work hence the oil drums in the larger boat. Due to the hot weather there are lots of bum bum flies about so they fire the ak 47's into the air to scare the flies away.
