I keep reading about the possibility of someone with a suitcase dirty bomb in a van driving up to highly population areas in U. S. or Europe. Well, if such happens and it is an independent extremist operating on his own, with the parts from several entities, North Korea, Iran, Packistan, who would we retaliate against? Or am I worrying unjustly.

Well naturally, following the examples of the highly respected strategists, Bush and Blair, we would find a country that (a) had something we wanted, and (b) looked like an easy target, and retaliate against them. Whether they were involved in the attack would be of little or no relevance.

Or the other possibility is the news that was shown on SKY (in relation to Wiki Leaks) and soon after was made disappear. Plan was that Israel will carry on a same kind of suitcase trick somewhere in USA and the blame would be put on one of the two countries given in your question, Pakistan or Iran.

As your question shows that people will have no hesitation in believing that. But ground realities are different. CIA itself are trying to equip extremists with anything like that (may be for the same purpose as MOSSAD) and one very recent example for that is a man called Raymond Davis. Although he was arrested in Pakistan for shooting two people but on investigation there was lot more to him than that shooting. And that was the reason that he was later released due to the intervention of none other than USA president himself. Just google Raymond Davis and read as according to the usual practice Western media does not talk much about these topics.

Thank you Rojash and Keyplus. That is interesting insight, I hear many, many theories. Also the one where you demonize supposedly enemy until the people believe you, and then it is easier to make war. I don't think there is much hope for the world. I think I will stay in my kitchen and bake cookies. Therein is my specialty.

Well I don't know the answer to your question although I seriously doubt that your list of countries could ever agree on anything long enough to plan such an attack.

What I would say is that such an attack is likely to come from somewhere that the U.S is using drone aircraft to attack "militants" and oops, sorry that family which lived too close to the target area!! Why? well if it were your kids who died and you wanted revenge you might take an AK47 and go out to shoot some American soldiers in your area. But wait there no US soldiers to attack these days, only drones with no pilots. So then if you cant get at them where you live maybe you will try to go where they live (USA or Maybe Europe) and blow them away there.
