One person's actions doesn't reflect on over half the country's population. What folk speak in their own flat/home is their own choice. But plain good manners and decency suggest that any permanent citizen makes the effort to learn the language of the country they reside in and also makes an effort to integrate, if originally from elsewhere. Language is needed in order to communicate effectively with one's fellow citizens.
