What is little creep?

A creep is just a derogatory term for someone you don't like - it sort of suggests he creeps round rather than walking upright, but I don't think that need be the case. Creepy means sinister, so there may be an element of that as well. Little may just mean small, or it may just be part of the overall derogatoriness. So little creep = unpleasant small person.

I agree. And it can mean someone who 'creeps' around others, as in ingratiating him/herself.
