Where does the saying 'ohh the wind is biting' come from?

Meaning causing a sharply painful or stinging sensation; used especially of cold; "bitter cold"; "a biting wind" a cold wind feels like it is biting or nipping at the skin - "it's a bit nippy out here"

I reckon it is taken from Frostbite.  A condition you can get in freezing weather.
