Occasionally in spoken as opposed to written English, the different tense might get a slightly different pronunciation - 'it-ers' as in 'it-ers come to my notice that...' - this might also add emphasis to the phrase.
"if 'it is becomes it's' what does 'it has become'? thanks"
should have been:
If 'it is' becomes 'it's' what does 'it has' become?
Thanks
or, because of the apostrophe in "it's":
If "it is" becomes "it's" what does "it has" become?
Thanks
