What is the meaning of "out from", "a dirt contractor", "tight as a tick".

 

"She stopped by this morning."

out from Karraway means he came from Karraway, tight as a tick means someone who is very careful with money. Not sure about dirt contractor, it could be someone in the earthmoving business.
