My regulation lecturer has me foxed!  Please could you tell me what he means here:

"The 'public interest economic theory of regulation' was too much of an Aunt Sally in the great debate of regulation which occurred in the 1970s."

I thought "Aunt Sally" was a game of some sort!  Any helpful answers, from ANY users, will be greatly appreciated!

Only vaguely - I was born 1983.  I remember a character Aunt Sally in that -but I just couldn't track that back to Economic Analysis of Regulation law!  Silly me! :-p  Thanks though! :-)
