where did shiny 10 come from at bingo ?

Here's a guess...At school in days gone by, "ten out of ten" as a score for some test was a great achievement, often rewarded with a gold (shiny) star to be stuck opposite one's name on a classroom chart. Thus 'ten' and 'shiny' may have become associated in people's minds.
Much bingo slang, apparently, comes from military usage, as the game was popular among soldiers. Perhaps, for them, "ten out of ten" was a reference to target-practice rather than spelling or whatever!
