Not necessarily either. Bit intolerant, i think.
Compliment to him, insult to the fools.
Personally I would take it as a compliment, but it's very rarely given as one.
When I use it, it's an insult.
It is a compliment to someone's who receives it because they will be of a certain character but was probably meant as an insult from the person who said it as they are foolish enough to think it was an insult.

I think it's an insult. It implies he is intolerant, judgemental, ungracious and rude and probably has a superiority complex.
It's a compliment. There are certain professions where it should be the norm.
It suggests that the person is pompous so he/she would probably take it as a compliment.
I don't think intolerance is ever helpful. Especially in business.
It might be a compliment if said of a RSM, but I don't think it would be if used to describe someone in a caring profession.
We have a surgeon where I work who is outstandning in his field.
When he is taking out someone's oesophagus laparoscopically, he shouldn't be assigned a nurse who is well past her sell by date, is not up to date with current practices and is renowned as one who is awaiting imminent retirement.
When it's happened in the past, he has been known to make his feelings known and quite rightly.

That's not "suffering fools" chilli, it's failing to make his observations known at the relevant time (when he first realised).
You've probably never been in an Operating Theatre pixie, it's not that easy......
I have actually, chilli, as a student nurse.
And if he had any sense whatsoever, he would have sorted that from the start.
Yeah, it really is that easy.......!
I think you have described it perfectly hc. Anyone like this must have a huge swelled head and a superiority complex a mile wide. It is one of my most hated phrases. Makes me squirm!
